Yeah it's pretty much what I mentioned earlier, overseas radios would violate the regulation as it's both outside the Japanese radio operating bandwidth (frequency spread) and above the power regulation. A good measure would be to follow the specifications for the Alinco radio you're looking at as something that wouldn't need a license.
