If you want to change your Local Driving License to Japanes Driving License here's what you have to do. I got mine 3 yrs ago.
I recommend that you go to Driving licensing Center and I suggest in Shinagawa, just 2 bus station from Shinagawa Seaside sta. or take bus 93 in Shinagawa going to Oi keibajo and get off same station..will give info of the bus station. name soon..
Prepare the ff:
1. Passport
2. Alien Card
3. Drivers License (in your country) at least you drive before for at least 3 months in your country. (they will ask you to do some translation after they screen your document, i suggest better go to JAF instead Embassy, office near Daimon Sta. since you just wait about 30 mins. and pay at least 1,000 yen and if you want to buy an english book to review your safety driving i think cost 1,000 yen.
4. then submit all this document (& other paper if there still needed)
2nd step (after passing the screening document) you will do the ff:
1. picture (you take it there at the center)
2. eyes test ( which usually judge you if you need an eyeglass) in driving
3. Payment for Driving test about 2,500 yen.
4. Test question about 10 question which very simple dont need to review (and you can take your time to think) choose if you want your native language as well. I got 9 correct answer out of 10 no reviews he heh..
5. If you pass the Question test, you get your schedule for driving test, choose the date whenever your free. a.m. or p.m.
note: ( if you choose Manual test drive, you will drive a manual car, and your license can drive both Manual & Automatic car) if you choose the Automatic test driving , your license can drive Automatic car only)
Note: Automatic is so easy to drive, but i get the Manual test drive it failed me 3x before i pass some people whether Manual or Auto driving test repeated about about 7x or more,because of nervousness, but if your confident enough many just took the test once and pass, got their license on that day.
So if you want to practice first there is one training area in Tamachi Sta. you can rent a car there provided there's someone with you who has a license to rent the car, and the course are similar to the testing center, cost about 3,ooo yen an hour.
3rd step
after you pass your test, you will pay another fee for your I.D. i think about 4,000 not sure of this amout) then you will take a cute Picture so you can bring your Tuxedo
so you'll be look great, prepare your password on your I.D and then wait about 1 hr., get your license go home smiling and tell your sweetheart " Honey, i got my license, wooohoooo!!) we gonna drive with our Baby Yeah!! and drive to the field
Note: they dont accept Int'l. license, it should be your original National Driving License if possible there's a receipt of it, go and ask first to the testing information center to review your Local Driving License I.D, then they will tell you what document you'll need or how you will do things O.K
