Anybody knows any military surplus shop that sells real equipment with decent(cheap) price around Kanto area? and does anybody knows where you can buy your own nametags and dogtags in kanto area?

Nakata - shoten which is the military surplus shop is located in between Ueno and Okachimachi.
The prices are not so expensive.

I saw a real M1 helmet (real steel!) there and I was wondering if there is anybody who knows where to get an ACU helmet cover for M1 helmet

I don't think you'll find an ACU pattern cover for a M1 helmet anywhere as it was taken out of service in 1985. The ACU has only been fielded since 2005.
